It does not go into specialist knowledge or the minutia of gear, instead describing the general use of the gear and kit. It is written from the perspective of someone, who used that gear extensively and it is richly illustrated with photos of Legio XXI Rapax soldiers.
After its southern conquests the army of Rome turned North, against various tribes and societies we today call the Celts. And the Romans were a horrible surprise to them. A tribe has natural limits on its size, it can only grow so big before it splinters and splits into smaller tribes. The tribal economy is very inefficient and its technology does not far exceed what one man can do with his own hands. Whilst it may be amazing in terms of craftsmanship it cannot really rival long industrial chains like that which is needed to get a uniform rolled steel for thousands and thousands of suits of armour. In tribal economy a rich chieftain may only rarely approach the standard of gear of a regular Roman soldier. Consider this: if a single tribe were to face a basic Roman military entity, a legion, it would have to field poorly armed and undisciplined warriors against a regular army which is more numerous (in terms of fighting men), incomparably better outfitted and more experienced. With obvious results. Think about this and consider what a horrible shock the Roman army was to traditional warrior societies it would invade in its history.
